Absorbent materials are very important for avoiding floods. Thus, the materials and the inventions must be permeable, useful and multipurpose. Consequently, the streets must be protected from the heavy rains and the water. For that purpose, there is a way to make the street very permeable. The way to do that is the following. At the bottom there is the uncompacted subgrade soil and geotextile. Then, the underdrain and the open-graded subbase reservoir. On top of it, the open graded bending course, permeable joint materials and concrete pavers.
